The League shall be known as the Belfast Interpool League.  

The League shall be administered by 5 officers: Chairman, Secretary, Treasurer, Asst. Treasurer & Committee Coordinator

1.No more than 1 member from any one club or pub shall be permitted to serve on the committee at any one time.

2.However the committee will recommend by discretion in the best interests of the League to increase the number of committee members from any one club or Pub if the required amount does not meet its accepted level. 

3.Any committee member who misses 3 committee meetings will be asked to step down.  

4.Any paying pool member is entitled to put their name forward for a committee position. This is not just for delegates.  

 5.The Treasurer shall ensure that all monies received is banked either on deposit or in a current account and any two of three signatures of the three officers be needed to make withdrawals.  

   6.Clubs/Pubs will have one or two delegates per team. 

  1. Delegates who don't attend a full meeting will be marked as absent. Meetings will start at 1.30. If your not there for 1.45 you will be marked as absent. 

  1. Delegates will go on a pro rata attendance for delegate money. 

  1. Representation of team/club can be sent with the money but will be marked as absent that day. *** 

  1. Annual General Meeting (AGM). This meeting shall take place once every year.  

 5. Clubs/Pubs get 1 vote each. (1 club 1 vote) 

 6.Any issues to be brought forward at the AGM must be put in writing and sent to the Secretary 14 days before the date of the AGM.
7.Any paid up member of the pool league can attend the AGM. 

  1. The league will operate on a weekly basis and depending on the number of teams, will operate with a Premiership and Championship division.  

  1. The league shall award trophies and prize money (depending on sponsorship) to the winners of league and cups. 

  1. Draw to be done at 9pm & games must start at 9.15pm 

  1. Promotion will operate on a 2 up,2 down basis. 

                    Making of the draw:  

  1. The league games will consist of 10 singles games and all Games must be played out & cup games will end when a team wins 6 games and this will consist of 11 singles games 

  1. The Belfast Interpool League Secretary will officiate and organize all league structures, cup draws, singles and doubles knockouts and venues.  

  1. Cup venues that have been decided MUST be adhered to, failure to comply with this rule will result in disqualification from the named competition. Only exceptional circumstances, in which must be brought to the committee can be altered, this action must be brought forward at least 7 days before the set date.  

    4. All league wins will be awarded 2 pts.  

    5. Teams who withdraw from the league and do not fulfil the first 50% of the League campaign, ALL results will be deducted from the league.  

   6. Teams who withdraw from the league after fulfilling the first 50% of the League campaign, the opposition will be awarded 2 pts at the start of halfway period.  

  1. Cancelled Matches.  

No delegate can cancel or postpone any league or cup match without getting prior approval from the league secretary. 

  1. Re-arranged Matches.  

The League Secretary will work out dates for to play rearranged fixturesIf no decision can be made, between the teams then the league secretary will give 1 last date for the match to be played if this match is not played, The teams will lose the points. 

1.There can be 2 games per team brought forward in league games & 1 per team in cups.

2.Players brought forward must leave the premises immediately or risk losing that frame.

 

3.Teams who do not turn up for any of their League Fixtures will be fined £50.  

4.Teams who do not turn up for any of their Cup Fixtures will be fined £35 which will go to the opposing Team for their next Cup fees. 

5.The Committee will inform the offending team.   

6.There can be TRANSFERS. A player will be allowed to transfer to another team if that person has played 3 or less games. But must wait until the 2nd half of the season. And the Committee must agree on this transfer. 

7.There is no cap on the amount of players than can be registered at the start of the season & there will be a £5 sign up fee for each player. This will be the same at the 2nd half of the season. 

Disputes. All DISPUTES/COMPLAINTS should be put in writing ie: by letter, email or text and sent to League Secretary within 24 Hours of the offence.  

  1. If it is during a Match, the game in question should not be finished  

  1. Any Disciplinary must be read out at next meeting. 

  1. To be eligible to enter the individuals and doubles, a player must have played at least THREE MATCHES during the season.  

  1. Players from different teams ARE ALLOWED TO PAIR UP in the doubles.  

  1. All monies are to be paid before teams or players are allowed to enter the Cups or individuals; failure will result in elimination from the competition.  

  1. In the event of a tie, the League position will be decided in order:  

  1. PLAYOFF BETWEEN THE TEAMS THAT ARE TIED.  

  1. Promotion and Relegation issues will be at the discretion of the committee, depending on the structure and format which is set by the committee, i.e. how many divisions, increase or reduction in teams etc. But definitely 1 team gets relegated & 1 team gets promoted. 

 

  1. Points System will be as follows:  

             +2 Points for a match win, +1 point for a drawn match. 

  1. All League and Cup matches are to be played in accordance with the League's Constitution.  

  1. ALL TEAMS NOTE THAT THE SPIRIT OF THE GAME MUST BE MAINTAINED AT ALL TIMES & RESPECT TO BE GIVEN AT ALL TIMES DISCIPLINE WILL BE TAKEN AGAINST ANY OFFENDING TEAM or PLAYERS WHO BREAKS THIS CODE OF CONDUCT.  

  1. THE COMMITTEE'S DECISION WILL BE FINAL ON ALL MATTERS.

  2. INDIVIDUALS / SCOTCH DOUBLES / 5 A SIDES 

  1. All players must be present for 8pm start, last call for players will commence 7.59pm. 

  1. Only the players that are there at registration will be eligible to play that night. 

  1. If player / players are not there by the time their name / names have been called out they will not be allowed to enter the competition. 

  1. The new format of the Kieran Doherty 5 asides will stay as they are but 8pm is the NEW start time. 

CUPS / COMPETITIONS 

It is the responsibility of the Team that holds / bids for the cup/s or competition/s to referee when needed. Also to make sure the pool table is cleaned, ironed and up to a playing standard. Failure to comply with this could result in cup / competition being removed from premises   

 League and Cup Fees 

  1. All players have to be registered to play in the BIPL and it will cost £5 per player 

  1. League Fees - £55 & Secretary Fees - £40 

  1. Monthly Cups Fees = £35 & Doubles and 5 A-Sides Fees for first 2 teams               £10  per Team After  

  1. Individuals - £5 per Player 

  1. Monthly Ballot - £15 (Draw for £100)
